Trees gone, more of same

Somehow the smart people of Wilmette just don't get it. Geovernment is by people, and the people you elect make that government. And the Wilmette government remains miserable. Everyone is complaining about Mallinkrodt, but complaining is as far as they go. This never translates into better government. Why?
