Why not just add a casino?

The Wilmette Life is loaded with information on candidates. Most of the trustee candidates seem to think serving alcohol will cure the village's financial woes. Why just not go for a casino? Or why not just realize the problem is a bankruptcy of ideas. Most financial woes can be instantly improved by cutting expenses. Didn't any of them think of that?
